Quality Management

QCS(E) provides Certification that meets the requirements for the pre-qualification of building contractors and professional service contractors in the DPTI (SA) Building Pre-Qualification schemes. The Government of South Australia through its Department for Planning, Transport and Infrastructure (DPTI, formerly DTEI), has developed a pre-qualification scheme with associated requirements for businesses wishing to contract with the Government for building construction and related professional service contracts. The system enables the department to:

  • develop and maintain a register of contractors who are interested in contracting with government departments on construction projects;
  • set minimum requirements based on criteria against which the suitability of contractors to perform government work can be assessed; and,
  • review and amend the requirements periodically, in keeping with developments in the industry, to effect continuous improvement in the building and construction industry in South Australia.

As part of its pre-qualification program, DPTI has developed its own Quality Assurance criteria for both Professional Service Contractors and for General Building Contractors & Trade/Subcontractors. The DPTI program has a number of levels that reflect the requirements of the scheme. These range from the highest requirements (Level 1) through to the minimum requirements (Level 4M).

Professional Service Contractors

Lead Contractors, Cost Managers, Project Managers and Construction Managers are encouraged to seek certification against the AS/NZS ISO 9001 quality assurance system from a JAS-ANZ accredited certifying organisation (such as QCSE), however two different levels of minimum required Certification apply:

  1. Companies or individuals requiring Level 1 or 2 DPTI accreditation are required to seek independent third party certification against AS/NZS ISO9001 from a JAS-ANZ accredited Certification Body such as QCS(E).
  2. Companies or individuals requiring Level 3 to 4M DPTI accreditation require a certified quality system to DPTI requirements. This system must be certified by an independent third party, preferably JAS-ANZ accredited for QMS-certification.

General Building Contractors & Trade/Subcontractors

General Building and Trade/Sub Contractors are encouraged to seek certification of ISO 9001 quality assurance systems from a JAS-ANZ accredited certifying organisation (such as QCSE), however two different levels of minimum required Certification apply:

  1. General Building and Trade/Sub Contractors applying for Categories 1 and 2 require full AS/NZS ISO 9001 certification.
  2. General Building and Trade/Sub Contractors applying for Categories 3 to 4M require a certified quality system to DPTI requirements. This system must be certified by an independent third party, preferably JAS-ANZ accredited for QMS-certification.

QCS(E) is recognised by DPTI, both for ISO 9001 certification (JAS-ANZ accredited) and Certification to the specified DPTI requirements.
